Utility Assistance

The Home Energy Assistance Program (HEAP) is designed to help income eligible families meet the high costs of home heating during the winter months.

The Percentage of Income Payment Plan Plus (PIPP Plus) is an extended payment arrangement that helps Ohioans maintain their natural gas and/or electric service.

The Winter Crisis Program can prevent disconnection of heating utilities and restore heating services to households that have been disconnected.

The Summer Crisis Program provides assistance to eligible families to offset high electricity costs associated with the summer cooling season.

Ross County Community Action has received funds from the Ohio Housing Finance Agency (OHFA) to assist homeowners. Income eligible homeowners may receive assistance with delinquent property taxes and/or past due utility bills which includes natural gas, electric, bulk fuel, water/sewer, trash removal, broadband internet.

Ross County Community Action is now offering the Home Relief Program. This program provides assistance with payments on past due utility bills, rent, mortgage, and water.
